Except as otherwise provided in this section or in rules and regulations in effect from time to time, no garbage, household rubbish, miscellaneous rubbish, recyclables or yard waste materials of any kind shall be deposited or permitted to be placed in any street, alley or public way, or in or on any vacant lot, and all refuse and yard waste materials shall be so placed on the owner’s or occupant’s premises so that they cannot be blown or scattered about. Yard waste, placed in containers or bundled as provided in § 92.03(A)(2), may be placed along alleys and the public ways temporarily pending removal, subject to rules and regulations in effect from time to time.
