§ 92.02 DUTY OF OWNERS AND THE LIKE TO KEEP PREMISES CLEAN; TO PROVIDE CONTAINERS AND DEPOSIT THEREIN CERTAIN REFUSE MATERIALS BETWEEN COLLECTIONS.
   (A)   It shall be the duty of every owner, or his or her agent, and of the occupant or lessee of any house, place of business or premises within the corporate limits of the village, to keep the premises owned, leased, controlled or occupied by him or her clear of any accumulation of refuse materials, and to provide or cause to be provided and maintained clean and in good repair, containers, as specified in § 92.03, and to deposit and keep deposited therein between collections, all garbage, household and miscellaneous rubbish.
   (B)   Except as otherwise expressly provided in this section, every owner, or his or her agent, and every occupant or lessee of any house, place of business or premises within the corporate limits of the village shall dispose of system waste through the village waste system. All system waste shall be collected by or on behalf of the village pursuant to the terms of this chapter and shall be delivered to a transfer station as directed by the Agency or the village or as otherwise agreed to by the Agency or the village under the project use agreement.
   (C)   No owner, or his or her agent or occupant or lessee of any house, place of business, or premises within the corporate limits of the village, shall dispose of system waste through the village waste system unless the system waste complies with all rules and regulations applicable thereto and established from time to time by the village or the Agency.
