It is hereby declared to be a misdemeanor for any person to maintain a "kennel" in the city as defined in section 6.08.010 of this chapter and it is further declared to be a misdemeanor for any household to have more than three (3) adult dogs. For purposes of this section a "household" is defined as being a person or persons who dwell together under the same roof whether married or unmarried, and whether they consider themselves a family or not.
