The following rates shall apply to individual residents outside of the incorporated limits of the city unless the same are within a duly incorporated water district or other municipal corporation as is controlled hereinafter: All such nonresident individuals shall pay water rates exactly double the rates charged city residents set forth in section 13.04.110 of this chapter, except base minimum rate which will increase in the city limits will remain the same rate increase outside of the corporate city limits, effective with the passage of ordinance 2001-1.
