It is unlawful for any person to drive any vehicle with projecting metallic lugs, points, cleats or bars on the wheels, tracks or treads, across, over or upon any paved or oiled street or any bridge crossing or culvert in the city of Kamiah without using on the street, bridge crossing or culvert for the purpose of securing its safety, four (4) pieces of plank each of which shall be at least ten feet (10') in length, twelve inches (12") in width and two inches (2") in thickness, two (2) of which pieces of plank shall at all times be under the wheels, tracks or treads of such vehicles.
