1442.04 FEES.
   The Director of Finance shall collect all building permit fees based on a fee schedule adopted by ordinance of City Council and amended from time to time. The Building Code Official shall periodically review existing fees for applicable codes and ordinances of the City.
      The fees shall include the required surcharge fee to the State of Pennsylvania per Act 13 of the Uniform Construction Code.
      The fees above include two compliance inspections to be completed by the Building Code Official. Any additional inspections will be a separate cost of twenty dollars ($20.00) per inspection. The UCC inspections are a separate cost and separate inspection outside of the compliance inspection.
      In addition, for building projects which require a building permit in accordance with Section 1202 of these Codified Ordinances, that were started without a building permit, the cost shall be double that shown in the above schedule. Three violations in starting without a building permit will result in the immediate one year suspension of the contractor to receive a contractor's license or building permit through the City of Johnstown.
   (c)   Demolition. The fee for demolition of a building or structure shall include fees for the sewer cap, any additional permit and inspection fees required, and the required surcharge fee to the State of Pennsylvania per Act 13 of the Uniform Construction Code.
      In addition, for demolition projects which require a demolition permit in accordance with Section 1460.01, that were started without a demolition permit, the cost shall be doubled that shown in the above schedule. Three violations in starting without a building permit will result in the immediate one year suspension of the contractor to receive a contractor's license or building permit through the City of Johnstown.
   (d)   Moving of Building. The fee for moving of buildings is sixty-five dollars ($65.00), plus the actual cost of any City services required.
   (e)   Plumbing. Fixture fees are set by the International Plumbing Code, as adopted and in Chapter 1422 .
   (f)   Occupancy Certificate. A fee shall be charged for each residential certificate of occupancy issued by the Building Code Official. A fee shall be charged for each commercial certificate of occupancy issued by the Building Code Official. The fees shall be established by ordinance of City Council and amended from time to time.
   (g)   Plan Review. The fee for a required plan review shall be determined by the City's third party agency agreement.
   (h)   Residential Inspection shall be completed by either the Building Code Official or the City’s third party agency and shall consist of the following:
      (1)   Superior Wall System-
         Footing – Prior to installing stone bed & setting walls.
         Foundation – After first floor joist and deck are set, prior to backfill.
      (2)   Concrete/Masonry System-
         Footing- Prior to pouring concrete.
         Foundation – Prior to backfilling.
      (3)   Aboveground Plumbing – Prior to covering, drainage & water line test required.
      (4)   Electrical Rough-In – Prior to covering, all wiring & boxes shall be installed. All grounds shall be made for this inspection.
      (5)   Mechanical Rough-In – Prior to covering. Gas piping test is required.
      (6)   Framing – Prior to insulation or covering.
      (7)   Electrical Final – All equipment, fixtures, and devices shall be functional.
      (8)   Mechanical Final – All equipment shall be set and functional.
      (9)   Plumbing Final – All equipment and fixtures shall be set and functional.
      (10)   Final Inspection – Prior to any use or occupancy.
            The fees for the above inspections shall be determined by the City’s Third Party Agency Agreement.
   (i)   Commercial Inspections shall consist of the following:
      (1)   Footings – Prior to pouring concrete footings and pier boxes. Rebar and forms shall be installed.
      (2)   Foundations – Prior to backfilling below grade and prior to pouring five foot maximum grout lift or bond beam.
      (3)   Underground Fire Main – Prior to covering or pouring thrust blocks. 200 PSI test required.
      (4)   Underground Plumbing – Prior to covering, drainage lines test required.
      (5)   Underground Electrical – Prior to covering.
      (6)   Aboveground Plumbing – Prior to covering, water and drainage line test required.
      (7)   Electrical Rough-In – Prior to covering, all boxes shall be installed and all grounds shall be made.
      (8)   Mechanical Rough-In – Prior to covering. Gas piping requires an air test.
      (9)   Fire Alarm Rough-In – Prior to covering conductors.
      (10)   Framing – Prior to installation. Steel connections report required.
      (11)   Aboveground Fire Sprinkler Rough-In – Prior to installing ceiling. 200 PSI test required.
      (12)   Electrical Final – All equipment, fixtures, and devices. Shall include a test of the emergency lighting.
      (13)   Mechanical Final – All equipment shall be functional. Kitchen exhaust system test required.
      (14)   Plumbing Final – All equipment and fixtures shall be functional. Potable water certificate required.
      (15)   Final Fire Alarm/Fire Sprinkler – Inspector’s test and main drain flow with the activation of all alarm initiation devices and supervisory devices.
      (16)   Final – Prior to any use or occupancy. Shall include a test of the stage curtain.
            The fees for the above inspections shall be determined by the City’s Third Party Agency Agreement.
