(a) There is hereby adopted by the City , in its entirety, for the purpose of establishing minimum requirements to safeguard the public safety, health and general welfare, through affordability, structural strength, means of egress facilities, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards attributed to the built environment, that certain code known as the International Residential Code for One - and Two - Family Dwellings, 2003, third edition, as published by the International Code Council, Inc., save and except such provisions as are hereinafter deleted or amended.
(b) Not less than three copies of such Code are on file with the Assistant City Manager and the Assistant City Manager shall keep the same with the ordinance book of the City and make the same available for public use, inspection and examination.
