244.016 DIRECTOR/CHIEF.
   The Department of Fire shall be headed by a Director/Chief who shall be responsible to the City Manager for the performance of the functions of the Department. The duties and responsibilities of the Director/Chief shall include, but not be limited to, the following:
   (a)   Prevent and extinguish fires.
   (b)   Identify, remove and control fire hazards, potential explosions and dangerous chemicals.
   (c)   Enforce laws, ordinances, rules and regulations relating to fires, fire hazards and other hazards encountered in fighting fires.
   (d)   Maintain records relating to fires and fire hazards.
   (e)   Conduct investigations, in cooperation with appropriate police and fire marshall authorities, into suspected crimes relating to fire.
   (f)   Provide for the custody, maintenance and repair of Fire Department vehicles and equipment.
   (g)   Develop and conduct community relations and education programs.
   (h)   Operate and maintain the fire radio, fire alarm and other components of the fire emergency communication system except to the extent that these functions are performed by another department.
   (i)   Maintain records and logs relating to radio and the emergency communication system as required by law.
   (j)   Maintain a fire training program.
   (k)   Develop preplanned contingency plans for fighting fires in specific buildings and other places.
   (l)   Develop cooperative agreements for mutual aid among and between other fire-fighting entities, ambulance and rescue services and the Johnstown Fire Department.
   (m)   Rescue persons from hazardous places and prevent persons from entering dangerous places and/or becoming engulfed in dangerous situations.
