107.01 CONTRACTS AND PURCHASES; ADVERTISING FOR BIDS.
   When an expenditure within the Village, other than the compensation of a person employed therein, exceeds fifty thousand dollars ($50,000), such expenditure shall be authorized and directed by ordinance of Council. When so authorized and directed, except where the contract is for equipment, services, materials or supplies available from a qualified nonprofit agency pursuant to Ohio R.C. 4115.31 to 4115.35, the Village Manager shall make a written contract with the lowest and the best bidder after advertising for not less than two nor more than four consecutive weeks in a newspaper of general circulation in the Village.
