By letter filed annually with the Clerk of Council by January 31, the Manager shall designate a municipal employee to exercise the powers and perform the duties of the Manager during the Manager's absence or disability. Council may revoke such designation at any time and appoint another employee of the Municipality to serve as Acting Manager.
