   5.01 APPOINTMENT, QUALIFICATIONS, AND COMPENSATION.
   (a)    APPOINTMENT.
   Council shall appoint a Manager.
   (b)    QUALIFICATIONS.
   The Manager shall be appointed solely on the basis of executive and administrative qualifications. The Manager need not be a resident of the Municipality at the time of appointment, but shall become a resident of the Municipality within six months after appointment, unless Council approves a longer period of time or residence outside the Municipality.
   (c)    COMPENSATION.
   Council shall determine the compensation of the Manager.
