921.01 SPECIFICATIONS FOR MAINS AND LINES.
   (a)    All water mains having a diameter greater than eight inches shall be Class 52 ductile iron pipe. All water mains having a diameter of eight inches or smaller may be Class 52 ductile iron pipe or PVC C-900 Class 150 SDR-18. All water mains and laterals shall have at least four and one-half feet of earth cover and shall have a diameter of six inches or greater as the Manager in consultation with the Village Engineer shall require. Services from curb- cock to building shall have at least four feet of coverage to prevent freezing and shall be of copper, galvanized or municipal service tubing, copper tube sized OD ASTM D 2737-SDR9 (PE 3406/3408).
   (b)    All costs of plans, surveying, construction, authorized supervision and material finished for connecting to or extension of main lateral and service lines shall be the obligation of the developer of the subdivision or property owners requesting such extension. The owner or developer shall, prior to review of the plans and construction, deposit with the Village a sum of money as prescribed by the Manager to defray the cost of engineering and inspection services to be provided, and any expense incurred by the Village due to review of the plans and installation of the improvements. Should the amount of such deposit be insufficient to pay the cost thereof, the owner or developer shall immediately, upon demand, deposit such additional sums as are estimated by the Manager to be necessary.
   (c)   Three sets of plans shall be submitted, one to meet the approval of each of the following: Ohio Environmental Protection Agency, Village Engineer and the Department of Utilities.
   (d)   Lines shall extend to supply all properties in any addition and shall have hydrants with one four and one-half inch and two two and one half inch standard fittings. Hydrants shall, on properties located in Zoning Districts SR, UR and AR, be placed every 500 feet; and on properties located in Zoning Districts GCC and LM be placed every 300 feet; provided however, that the frequency and placement of hydrant location shall be completed in consultation with the Fire Chief having jurisdiction of the area. All hydrants shall be installed with hydrant or blow off on any dead end to flush and clean the line. Hydrants shall be a Stortz Connector five and one-fourth inch diameter and shall be painted to Village specifications. Hydrants shall be Mueller Centerion or equivalent, as approved by the Manager and/or Village Engineer. Hydrant watch valve and box shall be installed between main line and hydrant. All hydrant leads shall have a diameter of six inch or greater as determined by the Manager and/or Village Engineer.
   (e)   Trench dams shall be constructed as specified in cols item 901.11. Trench dams shall be installed on water mains and at each water service connection.
   (f)   Main line gate valves shall be installed at the location directed by the Village. Valves shall be Mueller Resilient Seat or equal and all materials used and construction procedures shall conform to A.W.W.A. specifications.
   (g)   Easement for laying and maintaining service shall be provided.
   (h)   All work shall be inspected by an agent of the Manager and his time shall be charged to the developer.
   (i)   Upon completion and approval, the lines shall become the property of the Village by dedication.
   (j)   Capacity and standard tapping fees shall be charged each property as described in Section 921.06.
   (k)   Each house or building shall have a separate and distinct stopcock located outside the premises, opposite such premises and on the public right of way.
   (l)   After the laying and completion of joints of all water mains constructed within the Village have been completed, any person or firm performing such work, in addition to all other requirements of this ordinance, shall comply with the construction standards for backfill as provided by the City of Columbus Regulations.
   (m)    No person or firm shall conduct any digging or line excavating without having first provided written notice of the nature of the excavation or construction, the location of the excavation or construction and the time at which such excavation or construction is to be commenced. Notice of same shall be provided to the Manager and/or Utilities Director. No excavation or construction shall be commenced at any time or at any location without having first provided the notice as provided herein and obtaining the consent of the Manager and Utilities Director.
   (n)   Any line located within the Village having a diameter greater than four inches will be considered to be a main line. Any line having a diameter of four inches or less may, depending on site usage, be a main line or a lateral line.
   (o)   Any developer or property owner desiring to extend water service to a new area shall provide plans and specifications for such extension to the Manager. The cost of such plans and specifications, the cost of review and approval by the Village Engineer, and the cost of any such extensions shall be paid by such developer or property owner. Before approving the plans and specifications for such extension of such water line, the Manager and the Village Engineer shall apply the following criteria:
      (1)   Whether the proposed extension is in compliance for the general plan for water line development throughout the Village.
      (2)   Whether the proposed extension will create an undue burden on the water and/or sanitary sewer facilities of the Village.
      (3)   Whether the proposed water lines to be installed are of adequate size to service the proposed development and any future development which may occur in the area, as the case may be.
      (4)   Whether the water lines have been looped into existing lines. Such looping shall be required in general but shall not be required for trunk, main or transmission lines, except when the Village determines that looping of such lines will not be an unreasonable burden upon the developer or the property owner involved.
      (5)   Whether easements for the laying and maintaining of water and sewer lines have been provided along the entire frontage of the parcel or group of parcels to which service is being extended.
