The purpose of this article is to regulate the storage, collection, and disposal of solid waste in the county and also to promote the removal of recyclable items from the solid waste stream. Unless otherwise indicated, this article applies to both publicly-owned and privately-owned solid waste management facilities located in the unincorporated areas of the county.
