In a Flood Plain FP-1 District, no building, structure or land shall be used and no building or structure shall be erected, altered or enlarged which is arranged or designed for other than one of the following uses:
(a) Any utility purpose that services the residents of the city and is for their health, safety and welfare;
(b) Noncommercial recreational uses by property owners; and
(c) Public boat docking facilities controlled by the city in the area described as follows:
Beginning at the intersection of the centerline of Storms Creek with the east line of Second Street; thence with the east line of Second Street, in a southerly direction to a point 12 feet north of the toe of slope of the north base of the earth floodwall; thence parallel with and 12 feet from such toe of slope, in an easterly direction to the west right-of-way line, of the Norfolk and Western Railway; thence with such west right-of-way line, in a northerly direction to the centerline of the main channel of Storms Creek; thence with the meandering centerline of such main channel, in a westerly direction to the place of beginning.
