§ 1224.05 FINAL PLANS.
   (a)   Final plans shall contain the following:
      (1)   Tracings in waterproof ink on linen, with three copies in blue or black line prints with a cloth background. Each sheet shall be 16 inches by 18 inches to a scale of one inch equals 50 feet or one inch equals 100 feet, or in the case of a tract exceeding 20 acres, to a scale of one inch equals 200 feet, and one or more sheets shall contain the description, deed of dedication and certificates as required by these subdivision regulations.
      (2)   Accurate location of boundaries, including:
         A.   Bearings;
         B.   Lines of all lots, streets, alleys and easements; and
         C.   The exact location of monuments (three-fourths of an inch thick pipe 30 inches long or longer, or stone or concrete).
      (3)   The location of existing dedicated streets, section lines and principal property lines;
      (4)   Vacated plats, shown in dotted lines;
      (5)   Lengths of radii, arcs and internal angles of curves;
      (6)   The title of the subdivision and the name of the larger tract of which the subdivision is a part;
      (7)   The name of the subdivider and the name, registration number and seal of the engineer or surveyor;
      (8)   The north point;
      (9)   Minimum building lines with a 20-foot setback, but not more than 20 percent depth of lots over 100 feet deep;
      (10)   Assurance that all technical details have been checked by the Mayor’s designee and found to be correct; and
      (11)   Certificates of the following:
         A.   The owner;
         B.   The mortgage holder, with his or her certificate of consent;
         C.   The surveyor or engineer;
         D.   The County Treasurer, showing the payment of all taxes, delinquent taxes and special assessments of the land and showing that there are no deferred installments of special assessments;
         E.   The proper municipal authorities or county authorities as stated in § 1224.04; and
         F.   The Planning Commission, with the signature of the members of the Commission.
            1.   In cases where restrictive covenants are to be made a part of the deeds of sale of all lots, they shall be shown on the face of the subdivision plat and shall be so recorded.
            2.   The owner’s deed of dedication of streets, alleys and public ways shall be shown on the face of the plat.
   (b)   Final plans shall conform to the minimum standards prescribed by this chapter.
