(a) A certificate from the appropriate municipal authorities stating that the following are completed is required:
(1) Streets and alleys graded;
(2) Streets and alleys improved according to specifications of the Mayor’s designee;
(3) Street trees planted;
(4) Curbs installed;
(5) Sewers and storm water inlets installed;
(6) Arrangements made with waterworks for water mains; and
(7) Street markers of permanent material placed at every intersection.
(b) Alternative certificates, where land is beyond the corporate limits, shall be obtained from both of the following:
(1) The County Engineer, after an inspection made by him or her, stating that:
A. Monuments have been installed;
B. Streets have been graded;
C. Streets have been graveled (or paved) to passable width (by standards of the County Engineer’s office);
D. Streets have been ditched 24 feet between shoulders; and
E. Culverts or storm water drains have been installed.
(2) The County Commissioners, approving developments.
(c) An alternative arrangement of a certified check, bond, escrow agreement or other contractual agreement may be required by the Planning Commission, in lieu of the improvements after an estimate of the amount necessary to provide improvements has been made by the Mayor’s designee for land within the corporate limits, or by the County Engineer for land beyond the corporate limits.
(d) Monuments of natural stone or concrete or an iron pin shall be shown as follows on the final plat:
(1) At all angles turned;
(2) At all street and alley intersections; and
(3) At all other important intermediate points.
