§ 1044.04 DETERMINATION OF CHARGES.
   (a)   For the purposes provided in § 1044.01, a sewer service charge shall be levied and assessed on each lot, parcel of land, building or premises connected with or having access to the wastewater system of the city or otherwise discharging sewage, industrial waste, water or other liquids, either directly or indirectly, into the city’s wastewater system.
   (b)   The sewer service charge shall consist of the minimum charge, volume charge, strength surcharge and industrial waste surveillance charge, as follows:
      (1)   Minimum charge. The minimum charge is assessed to each account for the billing period and covers the first 1,000 gallons of wastewater discharged by customers.
      (2)   Volume charge. The volume charge, based on the volume of standard strength wastewater in excess of the first 1,000 gallons of wastewater per month, is assessed to all accounts in addition to the minimum charge. Standard strength wastewater shall include maximum strengths as follows: BOD (five-day) at 220 mg/l, COD at 500 mg/l and suspended solids at 220 mg/l.
      (3)   Strength surcharge. The strength surcharge is based on the pounds of chemical oxygen demand, biochemical oxygen demand and suspended solids in excess of the amount in standard strength wastewater and is charged to all industrial accounts in addition to all other charges. The strength surcharge is based on the cost of treating the excess quantities of waste measured in 100-pound units.
      (4)   Industrial waste surveillance charge. The industrial waste surveillance charge is a fee charged to each industrial class account when sampling and/or tests have been performed.
   (c)   A separate account shall be established for each meter used to establish volumes of wastewater flow.
   (d)   All accounts shall be monthly accounts.
