It is declared necessary and conducive to the protection of the public health, safety and welfare of the city to levy and collect service charges and fees on all occupied premises served by, connected with or having access to the wastewater system of the city. The proceeds from such service charges and fees shall be used for no other purpose than the operation, maintenance, replacement and payment of debt services of the wastewater system of the city.
