(a) As used in this chapter, unless the context specifically indicates otherwise.
“Debt service” means the amount of money necessary annually to pay the interest on outstanding debt, to pay the principal of maturing bonded debt not payable from a sinking fund or to pay the semiannual payments on loans from current and sinking funds.
“Operation and maintenance” means activities required to ensure the dependable and economical function of wastewater facilities, specifically:
A. “Operation” refers to the control of the unit processes and equipment which make up the wastewater system. This includes financial and personnel management, records, laboratory control, process control, safety and emergency operation planning.
B. “Maintenance” refers to the preservation of the functional integrity and efficiency of equipment and structures. This includes preventive maintenance, corrective maintenance and replacement of equipment.
“Replacement” means expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the wastewater system to maintain the capacity and performance for which such system was designed and constructed.
“User charge” means a charge levied on users of the wastewater facilities for the user’s proportionate share of the cost of operation, maintenance, replacement and debt service of such facilities.
“User classes” include the following:
A. “Domestic/commercial class” includes all customers that are not required to be included in the industrial class.
B. “Industrial class” includes all customers who discharge liquid wastes resulting from the processes employed in industry or manufacturing, or from development of any natural resource, and any user whose average wastewater strength exceeds 1.5 times the normal domestic wastewater strengths listed under § 1044.04(b)(2).
(b) All other terms and phrases in this chapter shall have the meanings set forth in § 1042.02.
