The aggrieved person may appear before the Mayor and present evidence, information and arguments to support his or her appeal. The Director shall also appear for the purpose of advising the Mayor of the basis of his or her findings and to provide additional information if necessary. The Mayor shall then determine whether to uphold, modify or set aside the findings and action of the Director, and the decision of the Mayor shall be final. No appeal may be taken to the Mayor after the expiration of ten days, excluding Saturdays, Sundays and holidays, from the date that the aggrieved person receives notification of the adverse action of the Director.
