In addition to the license fee required by § 810.05, the licensee shall deposit the sum of fifteen dollars ($15.00) with the Department of Public Works and Services to be applied toward the cost of the city supplying water to the circus, menagerie or combination thereof. After deposit of such sum, the city will supply all necessary water for such circus, menagerie or combination thereof at its reasonable costs for doing so.
