§ 238.03 PROMOTIONS.

(a) No person in the Police Department shall be eligible for promotion to the rank of sergeant who has not served at least three years in the rank of patrol officer.

(b) No person in the Department shall be eligible for promotion to the rank of captain who has not served at least two years in the rank of sergeant.
