9-3-7: DRIVER'S SIGNALS:
   A.   No person shall turn a vehicle from a direct course upon a street unless and until such movement can be made with reasonable safety and then only after giving a clearly audible signal by sounding the horn if any pedestrian may be affected by such movement or after giving an appropriate signal in the manner provided herein where other vehicles may be affected by such movement.
   B.   The signals required under the provisions of this title may be given either by means of the hand and arm as provided in subsection C of this section or by a mechanical or electrical directional signal device or light of a type approved by the State Department of Transportation or its successor and conforming to the provisions of this title.
   C.   All signals herein required which may be given by hand and arm shall, when so given, be given from the left side of the vehicle, and the following manner of interpretation thereof is suggested:
      1.   Left turn: Hand and arm extended horizontally.
      2.   Right turn: Hand and arm extended upward.
      3.   Stop or decrease of speed: Hand and arm extended downward. (1994 Code)
   D.   A signal of intention to turn right, left or stop shall be given continuously during not less than the last one hundred feet (100') traveled by the vehicle before turning or stopping. (1978 Code §23-132)
9-3-8: ONE-WAY STREETS AND ALLEYS:
The designation of one-way streets or alleys by the City Manager, or designee, shall not be effective until traffic control devices marking the designation are in place, whether such designation is temporary or permanent. The designation may include one or more lanes to be used by traffic moving in a particular direction, regardless of the centerline of the roadway. (1994 Code; amd. Ord. 97-3765, 1-14-1997)
9-3-9: GENERAL DRIVING RESTRICTIONS:
   A.   Driving On Right Hand Side Of Roadway; Exception: Upon all streets, except one-way streets, the driver of a vehicle shall drive upon the right side of the street, and the driver of a slow moving vehicle shall drive as closely as possible to the right hand edge or curb of the street.    B.   Driving On Laned Roadways: A vehicle shall be driven as nearly as practical entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that the movement can be made with safety. (1978 Code §23-125; amd. Ord. 97-3788, 6-3-1997)
   C.   Responsibility For Unattended Motor Vehicles: A person driving or in charge of a motor vehicle shall not permit the vehicle to stand unattended upon any perceptible grade without effectively setting the brake and turning the front wheels to the curb or side of the highway.    D.   Moving Vehicle Backward On Highway: A person shall not cause a vehicle to be moved in a backward direction on a highway unless and until the vehicle can be backed with reasonable safety and shall yield the right-of-way to any approaching vehicle on the highway or intersecting highway which is so close as to constitute an immediate hazard.    E.   Driving On Sidewalk: The driver of a motor vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway. This subsection shall not apply to any vehicle performing maintenance or construction in a sidewalk area. (1978 Code §23-128; amd. Ord. 97-3788, 6-3-1997)
9-3-10: DUTY OF DRIVER AT RAILROAD GRADE CROSSINGS:
   A.   When a person driving a vehicle approaches a railroad grade crossing and warning is given by automatic signal, crossing gates, flagperson or otherwise of the immediate approach of a train, the vehicle driver shall stop within fifty feet (50') but not less than fifteen feet (15') from the nearest track of railroad and shall not proceed until the driver can do so safely.
   B.   The driver of a vehicle shall stop and remain stopped when a crossing gate is lowered or a flagperson gives a signal of the approach or passage of a train. (1978 Code §23-131; amd. 1994 Code; Ord. 97-3788, 6-3-1997)
9-3-11: PROHIBITED ACTS AND CONDITIONS:
   A.   Unlawful Riding: Passengers shall not ride on any part of any vehicle unless it is expressly designed either for passenger use or designed for carrying livestock, merchandise or freight. (1994 Code; amd. Ord. 97-3788, 6-3-1997)
   B.   Following Too Closely: The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicles, the condition of the street or highway and the vehicles thereon.    C.   Coasting: The driver of a motor vehicle shall not drive with the source of motive power disengaged from the driving wheels except when disengagement is necessary to stop or to shift gears. (1978 Code §23-122; amd. 1994 Code; Ord. 97-3788, 6-3-1997)
   D.   Vehicles In Bicycle Lane: No person shall drive a motor vehicle in a designated bicycle path or lane. (1978 Code §23-126; amd. 1994 Code; Ord. 97-3788, 6-3-1997; Ord. 22-4877, 3-22-2022)
   E.   Driving On Closed Street: No vehicle shall be driven over any street or portion thereof which has been lawfully closed to traffic. (1978 Code §23-129; amd. Ord. 97-3788, 6-3-1997)
   F.   Driving Through Processions: No driver of any vehicle shall drive between the vehicles comprising a funeral or other authorized procession while the procession is in motion, provided such procession vehicles are conspicuously so designated. This provision shall not apply at intersections where traffic is controlled by traffic control signals or peace officers. (1978 Code §23-130; amd. 1994 Code; Ord. 97-3788, 6-3-1997)
   G.   Squealing Tires:
      1.   No person shall operate a motor vehicle so as to cause the motor vehicle tires to make any loud, raucous, squealing, screeching noise or other sounds caused by excessive acceleration from a stopped position or while a vehicle is in motion. This subsection shall not apply to any noises or sounds caused by the tires of motor vehicles when the vehicle is engaged in an emergency situation where it is necessary to accelerate or stop the vehicle immediately or suddenly in order to avoid contact with another motor vehicle or with a pedestrian as long as the emergency situation is not that of the driver's own making.
      2.   This subsection shall not apply to authorized police, fire and emergency vehicles. (1978 Code §23-137; amd. 1994 Code; Ord. 97-3788, 6-3-1997)
   H.    Reckless Driving: Any person who drives any vehicle in such manner as to indicate a wilful or wanton disregard for the safety of persons, including but not limited to persons using bicycles, electric assist bicycles, electric scooters, and electric skateboards, or property is guilty of reckless driving. 9-3-12: LANE USAGE:
Melrose Avenue from University Heights to Melrose Court shall consist of two (2) 11-foot travel lanes, one (1) 11-foot center left turn lane, and one (1) 7-foot shoulder on each side of the traveled way, including pavement markings identifying such lane usage, except east of the intersection with Hawkins Drive where one right turn lane for westbound traffic will be included, Melrose Avenue from Melrose Court to South Grand Avenue shall consist of two (2) 11-foot travel lanes, two (2) dedicated left turn lanes for eastbound traffic turning north onto South Grand Avenue and westbound traffic turning south onto Melrose Court, and one (1) 7-foot shoulder on each side of the traveled way, including pavement markings identifying such lane usage, and Melrose Avenue from South Grand Avenue to Byington Road shall consist of two (2) one-way, eastbound, eleven foot (11') travel lanes and one (1) 5-foot shoulder on each side of the traveled way, including pavement markings identifying such lane usage.
