A. Driver's License Required: No person shall operate a motor vehicle unless the person has a valid driver's license, restricted license or instruction permit as authorized by the laws of this state. (1978 Code §23-120)
B. Registration Required: No person shall operate, nor shall an owner knowingly permit to be operated upon any street, any vehicle required to be registered and titled by state law unless there shall be attached thereto and displayed thereon, when and as required by state law, a valid registration tag and registration plate or plates issued for the current registration year and unless a certificate of title has been issued for such vehicle, except as otherwise expressly permitted by state law.
