The city council may, by resolution, establish fees and assess costs on affected businesses and governmental units within the corporate limits of the city, and those with contractual agreements with the city as provided in sections 7-2-1 and 7-2-2 of this title, which require the specialized services of the fire department's confined space rescue team for permit required confined space rescue or recovery operations.
