(A) Before the City Council shall authorize the City Clerk to issue a license as provided for in § 114.02, the applicant shall furnish it with a certificate of approval from the Board of Health and the City Fire Department, stating that the establishment where the applicant intends to conduct such convalescent home or home for the aged is a proper place in which to conduct such business, and the payment of a license fee hereafter prescribed in § 114.03, which shall be renewed annually thereafter on June 1. No license granted hereunder shall be assignable or transferable.

(B) Before the Board of Health issues a permit to the applicant to conduct a convalescent home or home for the aged, they shall cause an inspection of the premises to be made, and the number of patients that may be cared for will be determined as a result of such inspection.
