The $2,500 cash bond set forth in § 97.095 shall not be refunded to the licensee until more than 15 days have elapsed after the completion date of the move through or into the city and until written approval of said refund has been received by the City Clerk from the Chief of Police or his duly authorized representative. In the event any damage has occurred as the result of such a move, the aforesaid bond shall not be refunded until the owner of the damaged property has indicated in writing that the damage has been repaired or a settlement has been made to his satisfaction.
