All sidewalks and driveways hereafter laid in the city shall conform to the lines and grades specifically established by the City Engineer, and must be laid according to the specifications herein contained. Application must be made to the structural/safety division of the fire department for the grades and lines to be followed before the work is commenced. No variation from the specifications will be allowed unless by resolution of the City Council upon written application, setting forth in detail the variations desired, and the Council may permit or refuse to allow such variations, in its discretion.
