All streets hereafter laid and repaired in the city shall conform to the lines and grades specifically established by the City Engineer or Director of the Department of Public Services, and must be built and repaired according to specifications established by the Director and approved by the Council. No variation from the specifications will be allowed unless by resolution of the Council upon written application, setting forth in detail the variations desired, and the Council may permit or refuse to allow such variation, in its discretion.
