§ 97.004  ENCUMBERING AND OBSTRUCTING STREETS PROHIBITED; EXCEPTION.
   No person shall obstruct or encumber any street, alley or any public place with any structure, article or thing whatsoever, except as herein otherwise provided, or encroach upon or permit to remain or maintain in any such street, alley or public place any structure, article or thing owned, occupied or used by any such person.  The Police Department may, however, grant permission for a temporary obstruction of a sidewalk in front of a business place for the purpose of elevating, receiving or removing heavy merchandise, provided that the same shall not be piled over six feet high and shall hot be of sufficient weight to damage the sidewalk. The power to revoke any such permission for a temporary obstruction is hereby expressly reserved to the City Council and/or Police Department. The Council may grant a permit for the erection and maintenance, where such erection and maintenance will not obstruct public travel between November 1 and April 1 following in each year, of storm enclosures, but in no case shall the framework for such enclosures be over ten feet in height or eight feet in width, nor shall they project into the street more than three feet.
