131.01 PUBLIC BUSINESS NEWSLETTERS.
(a) The Mayor may prepare and distribute to residents of the City, subject to review by the Rules Committee of Council, newsletters and/or factual reports as to official actions taken by the officials of the City, legislation adopted by Council, financial resources and expenditures and recreational or civic activities or matters. Failure of the Rules Committee to approve the copy of such publications, within seventy-two hours after submission, shall be construed as an approval. Such reports and/or newsletters shall be used for the purpose of disseminating relevant information to the residents of the City concerning the activities and operation of the City government and shall not be used to promote or detract from any candidate for office or political issue or to influence the voting of any citizen.
(b) The cost of the preparation and distribution of such public information newsletters and/or reports shall be paid from the General Fund within items of appropriation approved by Council.
