SECTION 6. ORDINANCES AND RESOLUTIONS.
   Every ordinance or resolution of a general or permanent nature, or involving the expenditure of money or creating a right or obligation shall be fully and distinctly read on two (2) different days, unless five (5) members of the Council vote to suspend this rule. No ordinance shall deal with more than one subject and such subject shall be clearly expressed in the title. No ordinance shall be enacted without the concurrence of a majority of the members elected or appointed to the Council.
