SECTION 5. COUNCIL MEETINGS.
   The Council shall meet regularly at least once each month. A majority of the members elected to the Council shall constitute a quorum for the transaction of business, but a lesser number may adjourn the meeting from time to time.
   The Council shall adopt rules or regulations for the conduct of its business and shall provide by ordinance for:
   (a)    The time and place of regular meetings of the Council;
   (b)    The method of calling special meetings;
   (c)    The method of giving public notice of the enactment of its ordinances and adoption of its resolutions and of any other of its acts or proceedings which it deems proper or is required to publish.
   The Council shall keep a journal of its proceedings including a written record of all votes cast on ordinances, resolutions and motions. All meetings of the Council shall be open to the public unless an executive session is held for one of the reasons set forth in Ohio Revised Code Section 121.22(G)(1) through 121.22(G)(6). The journal of Council shall be available for public inspection at all reasonable times.
