   1363.08 HEDGES.
   No hedge, bushes, evergreens or other plant screening higher than three (3) feet above the natural grade shall be planted or permitted to, grow closer than twenty (20) feet to any street boundary line except where there is no driveway or side street within twenty (20) feet of such hedge, bushes, evergreens or other plant screening.
