1305.13 WORK STARTED WITHOUT A PERMIT.

   (a)   Where work for which a permit is required by this Building Code is started prior to obtaining a permit, a penalty as set forth in subsection (b) hereof shall be charged and the required permit fee. However, the payment of such penalty and fee shall not relieve any person from fully complying with the requirements of this Building Code or any other law of the State or Ordinance of this City.

   (b)   Whomever violates subsection (a) hereof shall be charged the following:

      (1)   For the first offense, a fee of thirty dollars ($30.00) or an amount of double the required permit fee, whichever is greater;

      (2)   For the second offense, a fee of one hundred dollars ($100.00);

      (3)   For the third offense and any offense thereafter, a fee of three hundred dollars ($300.00).
