No person shall repair, relocate, extend or construct telephone, telegraph, electric transmission, gas or water lines or equipment in connection therewith under, across or over public property within the limits of the Municipality without first obtaining a permit therefor from the Service Director. All requests for permits to construct new telephone, telegraph, electric transmission, gas or water lines in new corridors, whether affecting private or public property within the City, shall also be approved by Council.
