(A) The sum of the side yards at the entry side and non-entry side of a mobile home shall not be less than 25 feet; provided, however, there shall be a side yard of not less than 15 feet at the entry side of the mobile home and a side yard of not less than five feet at the non-entry side of the mobile home. For irregularly shaped side yards, the sum is determined as the sum of the average width of each side yard, provided that the required minimum above are maintained at all points in the side yard, except that in the case of cluster arrangements of sites the required distance between mobile homes may be reduced by 20 feet at one end, provided that the average distance between homes is not less than 25 feet. There shall be a rear yard of not less than ten feet at the rear end of the mobile home and a front yard of not less than 20 feet at the front end of the mobile home.
(B) No mobile home shall be located closer then 50 feet to the right-of-way line of a major thoroughfare, or 22 feet to any mobile home park property line.
(C) Mobile home lots shall abut either a service drive or a public street. All private service drives or public streets within the site shall be constructed of black-top or concrete pavements and further shall conform to the following requirements and in accordance with any other conditions as set forth by the duly authorized city official:
(1) All service drives shall be two-way with no on-street parking permitted at a minimum pavement width of 22 feet from curb face to curb face.
(D) Concrete walkways at least 36 inches in width and four inches in depth shall be provided from the entrance of the park to all mobile home sites and all required service facilities. Walkways dedicated as part of public streets shall conform to § 152.53(A) of the Subdivision Regulations.
(E) Each mobile home site shall be provided with a concrete stand or pad designed and constructed in accordance to one of the following minimum standards:
(1) A solid slab of not less than four inches in depth having a length and width no less than the length and width of the mobile home. The pad shall be so constructed, graded and placed as to be durable and adequate for the support of the maximum anticipated load during all seasons.
(2) As an alternate each mobile home site shall be provided with a concrete stand. The stand shall consist of piers numbering not less than that which will be necessary to stabilize each mobile home and located at least 42 inches below ground.
(F) (1) A minimum of two off-street parking spaces shall be provided for each mobile home site. At least one parking space shall be located within the immediate proximity of the mobile home site but not within the required road heretofore mentioned. All parking spaces shall be located within the 20 foot front yard between the interior, park drives, sidewalks and the mobile home, or in the side yard between mobile homes provided that no off-street parking in the side yard shall be closer than ten feet to any mobile home.
(2) In addition to the above parking ratio, one additional off-street parking space for each five mobile home sites shall be provided for visitor parking. Such additional parking shall be located near recreational facilities within the site.
(3) All parking spaces and parking compounds shall be surfaced with an asphaltic or concrete surface in accordance with specifications approved by the duly authorized city official.
(4) Such facilities shall be so drained so as to dispose of all surface water accumulated in the parking area.
(G) Every mobile home or trailer coach park shall be equipped at all times with fire extinguishing equipment in good working order, of such type, size and number so located within the park as to satisfy applicable regulations of the State Fire Marshal. No open fires shall be permitted at any place which may endanger life or property. No fires shall be left unattended at any time.
(H) (1) There shall be provided an area of not less than 500 square feet for recreation use for each trailer coach site in the trailer coach park. Each recreation or open space area shall have a minimum area of not less than 25,000 square feet, and shall be not longer than two times its width. Such areas shall be seeded or sodded with grass or lawn and landscaped with trees and shrubs and thereafter maintained so as to provide a utilitarian and healthful area for the residents of the trailer coach park.
(2) A greenbelt planting strip of not less than 20 feet in width exclusive of yard areas shall be placed or located along the perimeter of the trailer coach park not bordering on a street and/or where it abuts an area zoned in a residential classification. The greenbelt shall be developed with a mixture of hardy deciduous and coniferous plant material and maintained in a neat and orderly manner. Excluded from the planting shall be the following trees:
(a) Ailanthus (tree of heaven).
(b) Box Elders.
(c) Elms.
(d) Poplars and Soft Maples.
(e) Willows.
(3) The front yard and the side yard adjacent to a street shall be landscaped and the entire trailer park shall be maintained in a clean, presentable condition at all time.
(I) There shall be provided a separate area either fenced, screened or enclosed, within the park for the storage of tenants' camping trailers, boats, snowmobiles, and other similar recreational equipment. Such items shall not be stored in any other area of the park. This area shall be computed at a ratio of 300 square feet for each ten mobile home sites.
(J) No business of any kind shall be conducted in any mobile home park except for separately permanent structures which contain facilities such as management's office, laundry and dry cleaning facilities or similar uses which are designed to service only the residents of the mobile home park.
(K) All fences, other than the greenbelt surrounding the park, shall be uniform in height and shall not exceed 30 inches in height, and shall be constructed in such a manner as to provide fireman access to all sides of each mobile home.
