Any areas of land within the proposed subdivision which lie either wholly or in-part within the flood plain of a river, stream, creek or lake, or any other areas which are subject to flooding or inundation by storm water shall require specific compliance with the Subdivision Act and its review by the Water Resources Commission of the MDEQ and the Federal Emergency Management Agency (FEMA). The City Engineer will give particular attention to projected flood plain when considering the adequacy of land for building sites.

IMPROVEMENTS
It is the purpose of this section to establish and define the public improvements which will be required to be constructed by the subdivider as conditions for Final plat approval and also to outline the procedures and responsibilities of the subdivider and the various public officials and agencies concerned with the administration, planning design, construction, and financing of public facilities, and to further establish procedures for assuring compliance with these requirements.

It shall be the responsibility of the subdivider of every proposed subdivision to have prepared by a registered engineer, a complete set of construction plans, including profiles, cross-sections, specifications, and other supporting data, for the hereinafter required public streets, utilities, and other facilities. Such construction plans shall be based on preliminary plans which have been approved with the preliminary plat, and shall be prepared in conjunction with the final plat. Construction plans are subject to approval by the responsible public agencies shown. All construction plans shall be prepared in accordance with the standards or specifications of each such agency.

When construction has been completed at the time of filing the final plat, one (1) complete copy of as-built engineering plans of each required public improvement shall be filed with the City Clerk coincident with the filing of the final plat. Other requirements and procedures in the submittal of final plats shall be as provided in Article 111, Section 152.34.
