(a) There is in existence a fund known as the Tree Planting Trust Fund. All gifts of moneys received and accepted by or on behalf of the Municipality for the purpose of planting trees in accordance with the Master Street Tree Planting Plan shall be paid into such separate Fund. The Finance Director shall make payments from such Fund upon the presentation of vouchers or orders therefor by the Arborist or the Director of Public Works. Such disbursements shall be made only for the purpose of planting trees in accordance with the Master Street Tree Planting Plan.
(b) The City Manager and the Finance Director, or either of them, are hereby authorized to accept, on behalf of the Municipality, all gifts of money for the purpose of planting trees in accordance with the Master Street Tree Planting Plan.
