§ 94.02 POWERS OF THE BOARD.
   The Board shall have the following powers:
   (A)   To operate a library and reading room and to make use of public property assigned to it, or of private property leased or otherwise made available for library purposes;
   (B)   To establish charges and fees for the use of any facilities under its care and management;
   (C)   To adopt those by-laws and regulations for the government of library and reading room and for the conduct of business as may be expedient and conformable to law;
   (D)   With the consent of the City Council, expressed by ordinance or resolutions, to accept any gift, grant, devise or bequest made or offered by any person for library purposes, or for the establishment, enlargement or maintenance of an art gallery or museum in connection with its library, and may carry out its condition of the donation;
   (E)   All property given, conveyed, donated, devised or otherwise acquired for a library or reading room shall vest in and be held in the name of the city and any conveyance, grant, donation, devise, bequest or gift made to the library or Library Board, shall be deemed to have been made directly to the city. The use of the library and reading room by the inhabitants of this city shall be forever free, subject to reasonable regulations as the Board may adopt;
   (F)   To maintain and care for all property used for library and reading room purposes;
   (G)   To employ and fix the compensation of its employees and remove any of them at pleasure;
   (H)   To lease rooms for library use and with the approval of the Council, purchase any ground and erect a library building thereon; and
   (I)   To perform all other acts reasonable and necessary and proper for the conduct of the library and reading room.
