Whenever street and curb lines are established within the city, the area of 2.5 feet immediately back of the face of the curb on both sides of the street shall be reserved for public utility pole lines and unconduited utility cables; provided that nothing shall prohibit the public utilities, the facility maintenance, the department of environmental services, or the board of water supply from constructing gas lines, conduits, or water and sewer lines across the strip, or the construction of catch basins and sewer manholes within such reserve, or the construction by the owner of the property abutting thereon of a driveway or driveways across the reserved strip; provided further, that installation of necessary cables and lines on the public utility poles and underground conduits for transmission of television signals may be allowed within the reserved area upon the terms and conditions set forth in a written approval from the city and the joint pole committee representing the public utility companies.
