The fire chief shall:
(1) Identify and assess the training, qualifications and certifications necessary for personnel assigned to rescue companies, establish additional recommended standards as necessary, and upon completion of the assessment, update the city position descriptions to be aligned with the rescue companies' best practices;
(2) Formalize a long-term training plan to effectively implement any necessary additional standards and ensure consistency in standards among all personnel assigned to rescue companies, and provide this plan to the council and fire commission within 60 days of November 23, 2020;
(3) Ensure that all personnel assigned to existing rescue companies have, or are in the process of obtaining, the requisite training, qualifications, and certifications to be rescue company personnel; and
(4) Staff additional rescue companies only with personnel that have the requisite training, qualifications, and certifications to be rescue company personnel.
