§ 2-13.1 Powers, duties, and functions.

   The director of enterprise services shall:

(1)   Have the authority to negotiate contracts for:

(A)   Concessions in or on; or

(B)   The renting, leasing, or licensing of;

property under the control of the department, including the auditorium, cultural, entertainment, and recreational facilities assigned to the department, pursuant to Chapter 38; provided that all such contracts shall be executed by the director of budget and fiscal services; and **

(2)   Have the authority to manage, control, and operate the facilities of the municipal auditorium complex and the Tom Moffatt Waikiki Shell complex of the city, including the right of custody, repair, and maintenance of all property and equipment assigned to and used by the department.
