(A) A maximum speed limit of 25 mph for motor vehicles traveling upon the following streets or portions of the streets, including any future development or addition of new streets, within the city is hereby established:
(1) Main Street;
(2) Idaho Avenue;
(3) Oakley Avenue;
(4) Bliss Avenue;
(5) Wendell Avenue;
(6) Jerome Avenue;
(7) Salmon Avenue;
(8) Nevada Avenue; and
(9) Western Avenue.
