In addition to the requirements of section 13.03.020 of this chapter, the submission requirements of a proposed land use, development or other matter which is subject to a procedure set forth in this title shall be as follows:
A. General Plan Amendment: For a general plan amendment the following shall be submitted:
1. If the land use map is proposed to be amended, a vicinity map no larger than eleven inches by seventeen inches (11" x 17") showing affected properties clearly marked; and
2. A brief narrative of the proposed amendment outlining the requested district and the reason for the request.
B. Text Or Zone Map Amendment:
1. For a text amendment, the following shall be submitted:
a. Chapter and section references with a draft of the proposed text amendment; and
b. A brief narrative of reasons supporting the amendment.
2. For a zone map amendment, the following shall be submitted:
a. An accurate property map showing:
(1) Present and proposed zoning classifications,
(2) Abutting properties,
(3) Accurate legal descriptions and an approximate common address of the areas proposed to be rezoned, and
(4) A map of the area in the general plan and how the proposed rezoning complies with the future plans of the city as laid out in the adopted general plan.
b. A brief narrative of reasons supporting the amendment.
C. Administrative Interpretation: The following shall accompany request for an administrative interpretation:
1. A complete description of the proposed request for administrative determination; and
2. Any other information the community development director determines to be necessary for full and proper consideration and disposition of a particular request.
D. Nonconformity Determination: The following shall accompany an application for a nonconformity determination:
1. A description of the action or finding requested by the applicant.
2. Grounds for finding the use, structure, lot, or other circumstance is nonconforming or for allowing expansion or modification of the nonconformity.
E. Variance: For a variance, the following shall be submitted:
1. A brief narrative describing:
a. The specific feature or features of the proposed use, construction or development that require a variance, and the amount of the requested variance;
b. The specific chapter and section references of this title from which a variance is sought;
c. A statement of the characteristics of the subject property that prevent compliance with the provisions of this title; and
d. An explanation of how the application satisfies the variance standards set forth in section 13.09.020 of this title.
2. A plot plan showing all of the following information:
a. The applicant's name and address;
b. Site address;
c. Property boundaries and dimensions;
d. Layout of existing and proposed buildings, parking, landscaping, and utilities; and (Ord. 2012-15, 9-20-2012)
e. Abutting property lines and uses within one hundred feet (100') of the subject property. (Ord. 2015-02, 2-5-2015)
3. An elevation plan drawn to scale showing elevations of existing and proposed structures;
4. When the variance involves building height, a streetscape plan showing the height of all buildings within one hundred fifty feet (150') of the subject property;
5. When a variance involves grade changes, a topographical drawing prepared by a licensed surveyor or civil engineer, showing existing topography in dashed lines at two foot (2') intervals and showing the proposed grade in solid lines at two foot (2') intervals;
6. When a variance involves retaining walls, a plan showing all retaining walls, including the height relative to proposed grades; and
7. Any other information reasonably determined by the community development director to be pertinent to a requested variance.
F. Special Exceptions: In addition to the requirements of section 13.03.020 of this chapter, the following shall accompany an application for a special exception:
1. A plot plan showing all of the following information:
a. The applicant's name and address;
b. Site address;
c. Property boundaries and dimensions;
d. Layout of existing and proposed buildings, parking, landscaping, and utilities; and (Ord. 2012-15, 9-20-2012)
e. Abutting property lines and uses within one hundred feet (100') of the subject property; (Ord. 2015-02, 2-5-2015)
2. An elevation plan drawn to scale showing elevations of existing and proposed structures;
3. Any other information reasonably determined by the community development director to be pertinent to a requested variance.
G. Other Land Use Applications: For any land use application other than those listed above, the following shall be submitted:
1. Information necessary to demonstrate compliance with requirements of this title that apply to the land use application; and
2. Any other information the community development director determines necessary for full and proper consideration and disposition of a particular application. (Ord. 2012-15, 9-20-2012)
H. Review By The Design Review Board: For any land use application that requires review by the design review board under the provisions of this title the following shall be submitted:
1. A conceptual site plan as required by subsection 13.03.030A of this chapter,
2. Building sections,
3. Exterior elevations,
4. Photographs of the subject or abutting properties,
5. Perspective drawings,
6. Description of building materials,
7. Color samples,
8. Exterior lighting designs,
9. Fence plans,
10. Signs,
