Notwithstanding any contrary provision set forth in chapter 13.88 of this title, an existing permitted or conditional use which does not conform to the development standards and design guidelines set forth in this chapter may be continued; provided, however, that any expansion of such use which will increase the floor area of the premises, any interior remodel which includes more than fifty percent (50%) of the structure; or any change in use that requires a change of occupancy type under the applicable building or safety code shall be subject to those development standards and design guidelines set forth in this chapter to which it can reasonably comply.
