RECREATION BOARD
The Board shall have the authority to advise the City Council on proper maintenance, conduct and equipment for playground and recreational facilities in centers and buildings and other appurtenances and equipment to be used in the city and to advise Council on the employment, training and qualifications of playground directors, supervisors, recreation superintendents or other officers or employees the Board deems appropriate and perform such other lawful duties and functions as it deems necessary, fit and proper for the development, expansion, conduct and maintenance of playground and recreation within the city.

The Board may accept any grant, gift, bequest or donation of any personal property offered or made for recreational purposes and, with the approval of the Board of Council, may accept any grant, gift or devise of real estate. Any gift, bequest of money or other personal property, grant or devise of real estate, shall be held, used and finally disposed of in accordance with the terms or conditions under which said grant, gift or devise is made and accepted. The Board shall have no authority to enter into any contract or incur any obligations binding upon the city without first receiving the approval of the Mayor and City Council.

The Board shall consist of six persons to be appointed by the Mayor, each of whom shall serve a term of four years or until his or her successor is appointed. Terms shall commence on January 1 of each year in which the appointment is made. Vacancies shall be filled in the same manner as the original appointments and shall be for the unexpired term. Members appointed to the Board shall be subject to the approval of the Board of Council. They shall be legal voters of the city and must have resided within the city for at least two full calendar years prior to the date of the appointment.
