For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
CIVIL EMERGENCY. A riot, mob gathering or other unlawful assembly characterized by the use of actual force or violence or any threat to use force if accompanied by immediate power or apparent power to execute same by three or more persons acting together without authority of law, occurring within the corporate limits of the city, or elsewhere in the Northern Kentucky or Greater Cincinnati area, whereby an immediate threat to the lives, person or property of residents of this city exists.
