2-10-1: DEFINITIONS:
Definitions as used in this chapter:
   DISASTER: The occurrence or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or manmade cause, including, but not limited to, fire, flood, earthquake, wind, storm, epidemic, air contamination, blight, drought, infestation, explosion, riot, or hostile military or paramilitary action.
   EMERGENCY PREPAREDNESS: Measures taken to minimize the probability of severity of disasters; the preparation for, and the carrying out of all emergency functions, other than functions for which military forces or other federal agencies are primarily responsible; and the prevention minimization, and reparation of injuries and damages resulting from disasters.
   STATE OF LOCAL DISASTER EMERGENCY: A condition declared by the chairman of the board of county commissioners of any county or by the mayor or other principal executive officer of any city upon finding that a disaster has occurred or the threat is imminent within such county or city.
