If any provision of sections 2-1-4 through 2-1-6 of this chapter or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect the other provisions of those sections which may be effective without the invalid provision or application and, to this end, any provision of those sections is declared to be severable.
